November 2010 – The Capistrano Animal Rescue Effort donates $10,000 to The Open Space Foundation
for the development and construction of a dog park on the land that was previously planned for a
CARE Rescue and Adoption Center to be named “The Dr. Joe Cortese Dog Park” with a sign that
reflects his name and includes acknowledgement of the donation by CARE.

On June 2, 2009 the San Juan Capistrano City Council voted to terminate the lease with CARE for
the small piece of excess City-owned land on Camino Capistrano where we had planned to build an
Animal Rescue and Adoption Center. The site’s viability was in question as a result of the City’s
proposed Creekside Buffer Ordinance and would have rendered the site unusable for the facility
we had planned. However, subsequently City Council discussions have included a proposed dog
park on this site, which would be in keeping with our Mission of supporting animals.

* Because of the changes in our goal to construct a facility, if you were one of the many
supporters who previously donated to the CARE building fund, purchased a $50 memorial
brick or $250 kennel plaque to be installed at the proposed rescue and adoption center in
San Juan Capistrano, we are offering you an opportunity to request a refund. Anyone not
wishing a refund can be assured that their contributions were fully tax deductible and will
still be used toward CARE’s mission of supporting animal welfare in San Juan Capistrano.
To date CARE has rescued and adopted out over 1,200 homeless dogs and cats to new
homes. Thank you for your understanding and continued support.

History of the Rescue and Adoption Center for CARE:

2008 - Building & Site Committee met with a modular builder who was recommended by the City
for the construction of a set of modular buildings to serve as our Adoption Center. It was noted
that if a modular was built to CARE’s specifications, the cost for the 3,200 square foot building
would be approximately $475,000. The cost would be for the modulars only and without any
interior improvements or additional exterior work that would allow the building to conform to
the plans that were approved by the City. Construction costs associated with the parking lot,
foundation, site improvements and landscaping are not included in the $475,000. The approximate
finished cost for modular buildings, including all related interior and exterior improvements, would
be between $600,000 and $700,000. Finished construction costs would equal approximately
$250,000 more than what CARE has in the bank. The Board of Directors discussed other options
including normal “sticks & bricks” construction, leasing office space and a merger with another
rescue group.

2007/2008 - Excavation, recompaction, and grading were completed. The lot was security fenced.

CARE’s Adoption Center revised grading, preliminary landscape, and architectural plans were being
completed.

Soil was excavated and recompressed to an eight foot depth.

2006 - The fourth phase included structural engineering, Title 24 Qualification, value engineering
and final details of the main building. CARE began actively working with a builder to complete
these phases.

The third phase included the underground utility phase and was waiting for completion by the
City of San Juan Capistrano.

2004 - Pre-construction grading and soil; Concorde Development along with Sukut Construction
completed the three large tasks of excavation, re-compaction and rough grading.

2003 - Detailed information provided the basis for our biological study and a report was presented
to the City of San Juan Capistrano. The City provided CARE with mitigation measures that had to be
in place before construction began. Additional biological studies were required prior to breaking
ground on the facility.

Delays: (1) Because the CARE site was locally important breeding area for birds and other creatures,
and due to their nesting activities through late Summer grading was postponed (2) the City changed
the front setback, increasing it from 40 to 50 feet. This change required that the previously submitted
grading plan, architectural plan and landscape plans needed to be once again redeveloped, resubmitted
and approved.

2002 - CARE submitted preliminary plans for the building, the site and landscape plans to the City. The
City Planners asked for and received additional detail in selected areas, like parking and lighting.

2001 – CARE’s Landscape Architect, Bruce Stout, presented a full set of landscape design plans for the
site. The plans integrate the "Rural Country Farm" feeling of the area combined with meandering lawns
and paths.

Original Concept: Proposed Rescue and Adoption Center for CARE: Approximately 5,000 square feet;
beginning with a 3,000 sq. ft. main building with lobby, volunteer center, offices, kitchenette, food prep
room. Future phases will include building out the interior to accommodate various cat housing, a clinic,
quarantine rooms, playroom. Another phase, which was to run in parallel to the interior build out included
a 2,000 sq. ft. dog kennel with up to 20 dog runs, canine evaluation and treatment center, laundry, as
well as outside play yards and walking paths. Building of the facility would have occurred in phases, as
volunteer labor and funds became available for capital improvements.
